Measurement Tool

The measurement tool is a longer term deliverable of the Patient Access Partnership and will be shaped by the results of the mapping access workstream. It aims to create a comprehensive evidence-based approach in measuring access and identifying gaps and barriers in order to support EU and Member States′ policy makers in addressing access issues more effectively.

The tool will be developed based on a review of existing measurements and indicators, literature review outlining weaknesses and limitations of current indicators, acknowledging the work being done by the "Expert Panel on Investing in Health", and through consultations with key stakeholders.
