In order to keep the patient focus of the initiative the partners mandated the two patients′ organizations - the European Patients′ Forum and the Bulgarian National Patients′ Organization to establish the Patient Access Partnership as a legal entity. The Statutes of the organization were unanimously adopted at the Partners′ Assembly, held in December 2014 in Brussels, Belgium.

The Patient Access Partnership is governed by the Belgian law on international non-profit organisations and foundations (AISBL) of 27 June 1921, as amended by the law of 2 May 2002.
